The Union Public Service Commission (UPSC) Civil Services Examination (CSE) is widely recognized as one of the most comprehensive competitive testing systems in the world. Every year, over a million candidates apply for roughly 800 to 1,200 vacancies across prestigious administrative services like the IAS, IFS, IPS, and central Group 'A' and 'B' services.
Navigating this year-long cycle requires a clear grasp of the three-tier selection procedure, the exact score calculation methods, and how the final merit list is prepared.
Overview of the UPSC Civil Services Selection Procedure
The selection process is conducted in three sequential stages. Each stage acts as an eliminator, testing different cognitive, analytical, and personality traits.

Detailed Breakdown of the Three Stages
Stage 1: Preliminary Examination (Objective)
The Preliminary examination acts purely as a screening filter; its marks are not added to your final merit calculation.
General Studies Paper I (100 Questions, 200 Marks): Covers Indian Polity, History, Geography, Economy, Ecology & Environment, General Science, and Current Affairs. Each wrong answer incurs a negative penalty of one-third ($-0.66$ marks). The cutoff for Mains entry is determined entirely by this paper.
General Studies Paper II / CSAT (80 Questions, 200 Marks): Tests Reading Comprehension, Logical Reasoning, and Basic Numeracy. This paper is qualifying in nature—candidates must secure at least 33% (66 marks out of 200). Failing CSAT disqualifies Paper I evaluation regardless of high Paper I scores.
Stage 2: Main Examination (Descriptive Written)
The written stage consists of 9 subjective papers conducted over two weekends. It measures depth of articulation, conceptual clarity, and critical thinking.
Paper Type | Paper Name | Marks | Counting for Final Merit? |
Qualifying | Paper A: Compulsory Indian Language | 300 | No (Must score minimum 25%) |
Qualifying | Paper B: English Language | 300 | No (Must score minimum 25%) |
Merit | Paper I: Essay | 250 | Yes |
Merit | Paper II: General Studies I (Heritage, History, Geo, Society) | 250 | Yes |
Merit | Paper III: General Studies II (Governance, Polity, IR, Justice) | 250 | Yes |
Merit | Paper IV: General Studies III (Economy, Science, Bio, Security) | 250 | Yes |
Merit | Paper V: General Studies IV (Ethics, Integrity, Aptitude) | 250 | Yes |
Merit | Paper VI: Optional Subject (Paper 1) | 250 | Yes |
Merit | Paper VII: Optional Subject (Paper 2) | 250 | Yes |
Total Written | Mains Sub-Total | 1,750 Marks | Counted for Merit |
Stage 3: Personality Test / Interview (275 Marks)
Candidates who cross the Mains written cutoff are invited to Dholpur House in New Delhi for the final Personality Test.
The interview is not an interrogation of factual knowledge; your written papers have already demonstrated that.
A competent board evaluates an aspirant's administrative temperament, moral courage, critical balance, intellectual integrity, and analytical response to complex real-world situations.
How the Final UPSC Result & Rank List is Prepared
The ultimate ranking that determines entry into the IAS, IPS, or IFS is calculated strictly out of 2,025 marks:
$$\text{Final Merit Score} = \text{Mains Written Score (1,750)} + \text{Personality Test Score (275)}$$
Key Mechanics of Result Declaration:
The Merit List (Roll Number & Name Order): UPSC releases a consolidated PDF featuring candidates recommended for appointment, arranged strictly in order of rank.
Service Allocation & Cadre Allocation: Allotment into the IAS, IPS, IFS, or IRS depends on three factors:
Your final merit rank.
Your service preferences submitted in the Detailed Application Form (DAF).
Category status (General, EWS, OBC, SC, ST, PwBD) and vacancy availability in that category.
The Reserve List: Alongside the main merit list, UPSC maintains a confidential Consolidated Reserve List under civil service examination rules to fill unfilled seats or vacancies arising from candidates who qualify simultaneously under varied criteria.
Mark sheets and Cutoffs: Within 15 to 20 days after the final result declaration, UPSC publishes the individual scorecards of all candidates (Prelims, Mains, and Interview) alongside the official category-wise cutoff thresholds.
Typical Cutoff Trajectories (What It Takes to Qualify)
UPSC does not demand 80% or 90% scores. The exam rewards consistency and balanced preparation across subjects.
Prelims Cutoff: General category cutoffs historically fluctuate around 40% to 47% (80 to 95 marks out of 200 in GS I).
Mains Written Cutoff: Approximately 40% to 44% (around 700 to 760 marks out of 1,750).
Final Recommended Cutoff: Usually around 47% to 52% (roughly 950 to 1,030 marks out of 2,025 to secure an IAS/IPS rank).
