- Frequently asked questions
Every year, thousands of graduates in Odisha ask the same question before committing to OPSC preparation: what does an OAS officer actually earn, and where can the career go? This guide answers both, using the Odisha Revised Scales of Pay (ORSP) Rules 2017, the latest dearness allowance (DA) notified by the Odisha Finance Department, and the official OAS cadre restructuring order of the General Administration & Public Grievance Department.
Quick answer: An OAS (Group A, Junior Branch) officer starts at Level 12 of the ORSP 2017 pay matrix with a basic pay of ₹56,100 per month. With DA now at 60%, basic plus DA alone is about ₹89,760 a month before HRA, TA and other allowances. The service has a defined ladder from Level 12 all the way to Level 17 (Special Secretary).
What is the OAS?
The Odisha Administrative Service (OAS) is the state’s premier civil service, recruited through the Odisha Civil Services (OCS) Examination conducted by the Odisha Public Service Commission (OPSC). OAS officers run the machinery of district and state administration: land revenue, development programmes, urban and rural local bodies, disaster response, and policy implementation in the Secretariat.
OAS is one of several services filled through the same OCS exam. Others include the Odisha Police Service (OPS), Odisha Finance Service (OFS), and Group B services such as the Odisha Revenue Service and Odisha Co-operative Service.
OAS salary 2026: pay level and basic pay
Odisha follows the ORSP Rules 2017, which mirror the 7th Pay Commission’s matrix structure, effective from 1 January 2016.
Service | Group | Pay level (ORSP 2017) | Entry basic pay |
Odisha Administrative Service (Junior Branch) | A | Level 12 | ₹56,100 |
Odisha Police Service, Odisha Finance Service | A | Level 12 | ₹56,100 |
Odisha Revenue, Co-operative, Taxation & Accounts and other Group B services | B | Level 10 | ₹44,900 |
A note on conflicting numbers online: some websites list OAS at “Level 10” or calculate allowances using a DA of 12%. Both are out of date or incorrect. The official OAS restructuring resolution places Group A (Junior Branch) at Level 12, and the DA for ORSP 2017 employees is now 60%.
OAS in-hand salary: a realistic estimate
The Odisha government raised DA from 58% to 60% with effect from 1 January 2026, covering employees under ORSP 2017, including All India Service officers serving the state.
Component | Monthly amount |
Basic pay (Level 12, entry) | ₹56,100 |
Dearness Allowance @ 60% | ₹33,660 |
Basic + DA | ₹89,760 |
HRA, transport and other admissible allowances | Added on top, depending on posting and city category |
Deductions | Pension/provident contribution, income tax and other statutory deductions |
Your exact take-home depends on where you are posted, whether you use government accommodation, and your tax position. Treat any single “in-hand” number you see online as an approximation, and always check your first salary slip and the Odisha Finance Department’s latest orders.
Allowances and perks of an OAS officer
Dearness Allowance (DA): revised periodically to offset inflation, and currently 60%.
House Rent Allowance (HRA) or official accommodation: depends on posting.
Travel and transport allowances: especially relevant for field postings.
Medical benefits and leave entitlements as per Odisha government rules.
Official residence, staff support and vehicle in many field and senior postings.
Job security and social standing: the intangible reason many candidates choose the service.
Training: probationers train at the Gopabandhu Academy of Administration, Bhubaneswar.
OAS career growth: from Level 12 to Special Secretary
This is where the OAS becomes more attractive than the entry salary suggests. In its restructuring resolution, the Government of Odisha fixed the OAS cadre strength at 2,123 posts across five grades:
Grade | Pay level | Cadre strength |
OAS Group A (Junior Branch) | Level 12 | 1,188 |
OAS Group A (Senior Branch) | Level 13 | 385 |
OAS (Supertime Scale) | Level 14 | 270 |
OAS (Superior Administrative Grade) | Level 16 | 215 |
OAS (Special Secretary grade) | Level 17 | 65 |
The pyramid is wide at the base and narrow at the top, so promotion depends on seniority, performance records and the availability of vacancies. The cadre schedules in the same resolution show the kind of work each grade does:
Junior Branch (Level 12): your first postings, typically at block, sub-division and local-body level.
Senior Branch (Level 13): posts such as Sub-Collector, Additional Sub-Collector, Deputy Secretary in departments, and Deputy Commissioner in municipal corporations.
Supertime Scale (Level 14): posts such as Additional District Magistrate, Joint Secretary in departments, and Joint Director roles.
Superior Administrative Grade (Level 16): posts such as Additional Secretary, Additional Commissioner, university Registrar, and Collector & District Magistrate on a provisional basis.
Special Secretary grade (Level 17): top state-level posts such as Special Secretary in departments, Director-level and Commissioner-level positions.
The resolution also allows officers from other cadres to be posted against some of these posts when public service requires it, and it provides for interchangeability of postings between adjacent grades, which gives the government flexibility in placing experienced officers.
Can an OAS officer become an IAS officer?
Yes, though it is not automatic. State civil service officers can be considered for induction into the Indian Administrative Service by promotion, through a selection process that looks at seniority, service record and eligibility. A fixed share of IAS vacancies in each state cadre is reserved for this route. It is a long-term goal that many OAS officers work toward, not something you can plan a timeline around on day one.
How to become an OAS officer: the OCS exam in brief
The latest completed cycle is the Odisha Civil Services Examination 2025 (Advertisement No. 05 of 2025-26):
Vacancies: 465 across Group A and Group B services, with OAS making up only a small share of that total. Portals report mid-teens for OAS, and the number differs slightly between sources, so check the official OPSC notice for the exact count.
Stages: Preliminary examination, Mains (descriptive), and Interview.
Prelims: held on 7 June 2026, with results declared on 10 July 2026. 5,690 candidates qualified for the Mains.
Mains: scheduled for October 2026.
Age limit (general category): 21 to 38 years, as on 1 January 2025 for this cycle, with relaxation for reserved categories as per rules.
Qualification: a graduate degree, along with the Odia language requirement stated in the notification.
The numbers tell you something important: roughly 5,690 candidates are competing for 465 posts across all services, and far fewer for OAS specifically. Serious, structured preparation matters far more than the number of hours you put in.
Is OAS a good career? An honest view
Strengths: secure and respected service, genuine administrative responsibility early in your career, a clear promotion ladder up to Level 17, and the chance to work on land, welfare, disaster management and urban governance in your own state.
Trade-offs to weigh: very few OAS vacancies each cycle, a long preparation period for most selected candidates, a demanding field-posting culture, and pay that is steady and well-structured but not comparable to private-sector packages at the top end. If public service and stability matter more to you than maximum salary, OAS is a strong choice.
Looking ahead: pay commission changes
The Union Cabinet approved the formation of the 8th Pay Commission in January 2025. Odisha decides separately whether and how to adopt any future revision for its own employees, so today’s ORSP 2017 figures may change. Use the numbers in this article as the current baseline, not a permanent promise.
