Before you plan two or three years of OAS preparation, you need to be sure you are eligible, and for how long. Age limits, attempt limits and the Odia language rule decide whether a candidate can even sit the exam, and they are the most common source of confusion online. Different websites quote different upper age limits, and some are years out of date.

This guide sets out the eligibility conditions for the Odisha Administrative Service (OAS) as laid down for the latest cycle, the Odisha Civil Services (OCS) Examination 2025, Advertisement No. 05 of 2025-26, conducted by the Odisha Public Service Commission (OPSC).

Quick answer: To apply for OAS you must be an Indian citizen, hold a bachelor’s degree in any discipline, be able to read, write and speak Odia (with one of the prescribed school-level Odia qualifications), and be aged 21 to 42 on the cut-off date for the general category. Upper age is relaxed by 5 years for SC, ST, SEBC, women and ex-servicemen of Odisha, and by 10 years for persons with disabilities of 40% or more. General candidates get 6 attempts, SEBC candidates 9, and SC/ST candidates have no limit on attempts.

Educational qualification

You need a bachelor’s degree from a recognised university. There is no restriction on the subject, so arts, science, commerce, engineering, law and medicine graduates are all eligible. Your degree stream does not decide your chances, because the exam tests general studies, Odisha-specific knowledge, language papers and a descriptive Mains. Your preparation does.

Keep your degree and marksheets ready, because eligibility is verified at the document stage, after the written exams.

OAS age limit: the numbers that matter

For the OCS 2025 cycle, a candidate had to have attained 21 years and not be above 42 years on 1 January 2025. In birth-date terms, a general category candidate must not have been born earlier than 2 January 1983 and not later than 1 January 2004.

Two cautions about these figures:

  1. Many websites still show 38 or even 32 as the upper age limit. Those belong to earlier cycles. The 38-year limit appeared in the 2021-22 notification, and some portals have copied it forward. The 2025-cycle advertisement used 42.

  2. Relaxation for SC, ST and SEBC applies to candidates of Odisha only. The advertisement states that reservation and relaxation benefits for these categories are admissible only to those categories of Odisha.

The cut-off date can surprise you

In the 2025 cycle, the notification was released on 31 December 2025, but age was counted as on 1 January 2025, a full year earlier. Do not assume the cut-off date is the date of notification. Read the age clause of every new advertisement carefully and calculate your age on the exact date it names.

Number of attempts

As reported for the 2025 cycle:

  • General (Unreserved): 6 attempts

  • SEBC: 9 attempts

  • SC and ST: no limit on attempts, subject to the age limit

Two rules are worth knowing. Appearing in even one paper of the Prelims counts as an attempt, and an age-relaxation claim cannot be used to gain extra attempts. Older articles quote different attempt limits (such as 4 for general and 7 for SEBC); those figures are outdated.

Which limit ends your journey first, age or attempts?

For most general category candidates who start at 21, the 6-attempt cap runs out well before the age of 42 does. Someone who starts at 28 with six attempts available will hit the age limit at 42 only if they keep attempting through to the last cycle. So for early starters, attempts are the real constraint, and every attempt should be a serious one. For late starters, the age limit may arrive first, so you should count your remaining cycles instead of assuming you have six.

Odia language requirement

Odia is a hard eligibility filter, not just a paper in the Mains. A candidate must be able to read, write and speak Odia and must also have satisfied at least one of these school-level conditions:

  • Passed the Middle School examination with Odia as a language subject; or

  • Passed the High School Certificate (matriculation) or equivalent with Odia as the medium of examination in a non-language subject; or

  • Passed Odia as a language subject in the final examination of Class VII from a recognised school; or

  • Passed a test in Odia at Middle English School standard conducted by the School & Mass Education Department, Government of Odisha.

Fluency on its own is not enough, since you need one of these on paper. If you grew up outside Odisha and have none of them, find out early about the Odia test, because it can take time to arrange.

Odia also matters later: the OCS Mains has an Odia language paper at a qualifying level, and Odia is the default medium of examination under the OCS Odia-medium rules.

Reservation categories in brief

The 2025 cycle used vertical reservation for Unreserved, SC, ST and SEBC (non-creamy layer) candidates, with horizontal reservation for women, persons with disabilities (4%), ex-servicemen (3%) and sports persons (1%). For SC, ST and SEBC claims, keep a valid caste certificate issued by the competent authority in Odisha, and for SEBC a current non-creamy layer certificate, since these are checked during document verification.

Application fee

In the 2025 cycle the fee was ₹700 for General and SEBC candidates, and SC, ST and PwD candidates were exempt. Fees can change, so confirm them in the new advertisement.

Eligibility checklist before you apply

  1. Calculate your age on the exact cut-off date named in the advertisement.

  2. Check the category-wise upper age limit that applies to you, including any cumulative relaxation.

  3. Confirm which Odia qualification you hold and that you have the certificate.

  4. Count your attempts honestly, including any Prelims you appeared in but did not clear.

  5. Arrange your degree certificate, category certificates and photo ID before the application window opens.

  6. Make sure the details you enter match your certificates, because mismatches can cost you at verification.

Planning your OAS attempt around the eligibility rules

  • Graduating soon? You can start preparing now. You must be 21 on the cut-off date to apply, so check the date against your own birthday.

  • Working and preparing? Plan attempts around your remaining age window, not just the attempt count.

  • Close to the upper age limit? Treat each remaining cycle as a deadline and build a plan for that specific exam rather than a long, open-ended preparation.

  • Competition is real: in the last cycle only about 5,690 candidates qualified for the Mains against 465 posts across all OCS services, and OAS was a small share of those. Prepare as if every attempt is your only one.

Frequently asked questions

What is the age limit for OAS in 2026? For the latest cycle (OCS 2025), 21 to 42 years for the general category as on 1 January 2025, with relaxation for reserved categories. The next advertisement will set its own cut-off date, so check it.

Is 38 the age limit for OAS? Not in the latest cycle. 38 was the upper limit in an earlier notification. The 2025 advertisement raised it to 42.

What is the age relaxation for SC, ST, SEBC and women? 5 years on the upper limit, which makes it 47 for these categories in the latest cycle, for candidates of Odisha.

How many attempts are allowed for OAS? General candidates get 6, SEBC candidates 9, and SC/ST candidates have no limit, subject to the age limit.

Which graduation stream is best for OAS? Any recognised bachelor’s degree is accepted. There is no preferred stream.

Can someone from outside Odisha apply for OAS? The nationality requirement is Indian citizenship, but you must meet the Odia language qualification. SC, ST and SEBC benefits are for candidates of Odisha only.

Is there a physical test for OAS? No. Selection is through Prelims, Mains and the Interview.

What is the pay of an OAS officer? Group A Junior Branch starts at Level 12 with a basic pay of ₹56,100. Read our guide on OAS salary and career for the full breakdown.
